On 8 February 2013, the Australian Energy Market Commission (AEMC) received a request from SCER to undertake a review to develop national frameworks and methodologies for regulating electricity transmission and distribution reliability across the NEM.
This review had two workstreams:
- a review to develop a national framework and methodology for regulating transmission reliability in the NEM (transmission workstream); and
- a review to develop a national framework and methodology for regulating distribution reliability in the NEM (distribution workstream).
Draft report (distribution workstream)
On 12 April 2013 we made a submission that broadly supported the approach proposed by the AEMC but also suggested enhancements to the AEMC’s proposed model, to strengthen the links between reliability target setting and revenue determinations.
Issues paper (transmission workstream)
On 17 May 2013 we made a submission on the AEMC’s issue paper on the national framework for transmission reliability released 28 March 2013. The submission focused on two areas: the importance of building flexibility in the regulatory framework, and governance arrangements.
Consultation paper (transmission & distribution workstreams)
On 13 August 2013 we made a submission to the AEMC’s consultation paper on its review of the national framework for transmission and distribution reliability, which sought to promote greater efficiency, transparency, and community consultation in how transmission and distribution reliability levels are set and provided across the NEM. The AER generally supported the AEMC’s proposals, making suggestions as to how interactions between the reliability setting process and the revenue determination process might be enhanced.
