Standing Council on Energy and Resources (SCER) requested the Australian Energy Market Commission (AEMC) to provide advice on open access and common communication standards to support contestability in demand side participation end user services enabled by smart meters.

Draft report

On 14 February 2014 the AER made a submission to the AEMC’s draft report on a framework for open access and communication standards. The review, requested by the SCER, sought to provide advice open access and common communication standards to support contestability in demand side participation end user services enabled by smart meters. The AER generally supported the direction of the AEMC review, welcoming assurances that this technical review will align with direct metering contestability, and that any implications of the review would be integrated within the metering contestability rule change.
