In the annual benchmarking reports we examine the relative efficiency of the distribution and transmission electricity network service providers. In doing this, we consider the characteristics of each network business, and how their productivity compares at the aggregate level and for the outputs they deliver to consumers. We developed the report using publicly available data that we collected after an extensive consultation process that aligned with the development of our Expenditure Forecast Assessment Guideline.

Our benchmarking reports include productivity results from econometric opex cost function models. As a part of incrementally refining elements of the benchmarking methodology, we are examining options to improve the performance of some of these models and address a technical issue. We are continuing consultation on this by publishing a memorandum prepared by our benchmarking consultant, Quantonomics. Stakeholders are invited to make submissions on the memorandum by Friday, 10 February 2023.
