In light of recent market events, and AEMO’s staged approach toward the lifting of the current market suspension, the Australian Energy Regulator (AER) has released guidance for participants on critical obligations to AEMO under the National Electricity Rules (NER) for submitting energy limits through the Projected Assessment of System Adequacy (PASA) process, and informing of risks to power system security.
We encourage market participants to review our guidance on how to submit energy limits to AEMO through short term PASA and medium term PASA submissions. The submission of accurate energy limits is critical to AEMO’s identification of Lack of Reserve conditions and actions to respond to those conditions.
We also remind participants to promptly notify AEMO or a relevant System Operator in relation to supply issues (including potential fuel shortages), outages, and plant tests or high-risk maintenance work that may cause disturbances.
We recommend participants ensure they have in place up-to-date procedures and communication protocols to identify and communicate plant or equipment issues. This recommendation has been informed by the AER’s review of compliance with various aspects of the NER during the reviewable operating incident that occurred on 25 May 2021.
