The Australian Energy Regulator (AER) is seeking expressions of interest (EOI) from network businesses with regulatory proposals due to be submitted in January 2023, to access the early signal pathway under the Better Resets Handbook - Towards consumer-centric network proposals.

The handbook encourages networks to develop high quality proposals driven by genuine engagement with customers, and that meet the AER’s expectations. It also introduces an early signal pathway process that network businesses may seek access to.

Under the early signal pathway, the AER commits to:

  • support the pre-lodgement engagement process between the network and their consumers, including providing AER staff feedback on proposal topics set out in the handbook
  • provide an early signal after a proposal has been submitted, at the issues paper stage, indicating which parts of the proposal meet our expectations and could be subject to a targeted review

Network businesses with regulatory proposals due in January 2023 who are interested in accessing the early signal pathway are invited to submit an EOI by 28 January 2022. 

There will be future rounds of EOIs for network businesses with regulatory proposals due after January 2023.

We request parties wishing to submit confidential information:

  • clearly identify the information that is the subject of the confidentiality claim
  • provide a non-confidential version of the submission in a form suitable for publication.
