The Australian Energy Regulator (AER) is seeking feedback on its 2022 focus paper for the next wholesale electricity market performance report, including the areas we intend to concentrate on in our analysis, and the framework and tools we intend to apply.

The AER is required under the National Electricity Law to undertake regular, comprehensive, longer-term assessments of the performance of the wholesale electricity markets. As part of this, every 2 years we report on whether there is effective competition in the wholesale markets, and if there are features of the market that may be detrimental to effective competition or the efficient functioning of the market.

We provided our last report on the performance of Australia's wholesale electricity markets to the National Cabinet Energy Reform Committee in December 2020. We will deliver the next report by December 2022.

Invitation for submissions

We invite interested stakeholders to make written submissions in response to our proposed areas of focus, or any other relevant matters, by the close of business 16 December 2021. Submissions should be sent electronically to wholesaleperformanceataer [dot] gov [dot] au (wholesaleperformance[at]aer[dot]gov[dot]au).

We prefer that all submissions be publicly available to facilitate an informed and transparent consultative process. Submissions will be treated as public documents and posted on our website unless prior arrangements are made with us to treat the submission, or portions of it, as confidential. Those wishing to submit confidential information are requested to clearly identify the information that is the subject of the confidentiality claim, and provide a non-confidential version of the submission.
