The Australian Energy Regulator (AER) has released its draft Opt-in Guideline for consultation and draft decision document which responds to stakeholder submissions. The guideline is one of six guidelines that the AER will develop to set out how it will exercise its functions under the Retailer Reliability Obligation (RRO).

The draft Guideline takes into account the matters set out in the National Electricity Rules concerning the operation of the opt-in measures under the RRO. Opt-in measures are intended to enable eligible large customers to opt-in to liability under the RRO. This will allow them to self-manage the obligations associated with their load, rather than having another entity, such as their retailer, manage these obligations on their behalf.

The AER will publish the Opt-in Guideline by 30 June 2020.

Invitation for submissions

We invite interested stakeholders to make written submissions in response to the draft guideline, by the close of business 9 April 2020.

Submissions will be treated as public documents and posted on our website unless prior arrangements are made with us to treat the submission, or portions of it, as confidential. Those wishing to submit confidential information are requested to clearly identify the information that is the subject of the confidentiality claim, and provide a non-confidential versions of the submission.
