The Australian Energy Regulator (AER) today published an issues paper on the review of the application guidelines for its regulatory investment tests (RIT-T & RIT-D). This is a large-scale review of the RIT application guidelines, consistent with recommendations from the Council of Australian Governments Energy Council (COAG EC) during its RIT–T review.
The issues paper aims to provide stakeholders with the opportunity to provide informed and targeted input into the process. It also provides the AER’s initial views on areas where the existing RIT application guidelines can be improved. Our issues paper will be followed by a series of stakeholder engagement events, before we finalise the review around late September 2018.
Invitation for submissions
We are now seeking written submissions from interested stakeholders on the issues outlined in this issues paper by close of business, 30 March 2018.

The AER prefers that all submissions be sent in an electronic format in Microsoft Word or other text readable document form and publicly available, to facilitate an informed, transparent and robust consultation process. Accordingly, submissions will be treated as public documents and posted on the AER's website, unless prior arrangements are made with the AER to treat the submission, or portions of it, as confidential. Those wishing to submit confidential information are requested to:
- clearly identify the information that is the subject of the confidentiality claim; and
- provide a non-confidential version of the submission.
