On 24 August 2016, the Australian Energy Regulator (AER) published a revision of its Network Service Provider Registration Exemption Guideline (Network Guideline) for consultation and an accompanying Draft Issues Paper. The AER is proposing to amend the Network Guideline to incorporate the Embedded Networks rule change (a requirement under rule 11.87.4 of the National Electricity Rules) and to address associated issues raised during the course of the AEMC's Embedded Networks rule change determination process. We also propose a number of other largely administrative amendments.
Invitation for submissions
We now seek written submissions from interested stakeholders by COB 10 October 2016 on the proposed amendments. Late submissions may not be taken into account. The final version of the Network Guideline will replace the current Network Guideline published in December 2016.
Submissions should be sent electronically to AERInquiryaer [dot] gov [dot] au (AERInquiry[at]aer[dot]gov[dot]au) with 'Submission - network exemption guideline review' in the subject line.
Alternatively, submissions can be mailed to:
Mr Chris Pattas
General Manager, Networks
Australian Energy Regulator
PO Box 520 Melbourne Victoria 3001
Submissions provided by email do not need to be provided separately by mail.
Stakeholder forum
We also invite interested stakeholders to attend a forum on Monday 26 September 2016 to discuss the proposed amendments. The forum is at 10.30am AEST and will be held via VCU in our Canberra, Sydney, Melbourne, Adelaide and Brisbane offices. If you are interested in attending please register with us by email to AERInquiryaer [dot] gov [dot] au (AERInquiry[at]aer[dot]gov[dot]au), noting your organisation, the names of people attending and your location. Due to space limitations we ask that only two people attend from each organisation.
