On 16 June 2015 the AER released the draft Service Target Performance Incentive Scheme (STPIS) version 5 and accompanying explanatory statement for stakeholder consultation.

The AER is undertaking a review of the STPIS with a view to amending it to apply to the next round of transmission determinations, commencing with AusNet Services. The scope of the review is limited to addressing some design issues identified since the last major STPIS review in 2012 and propose incremental improvements to ensure the scheme continues to provide value for money.

Invitation for submissions

The AER is seeking submissions on the draft STPIS version 5 and accompanying explanatory statement by 28 July 2015.

Submissions should be emailed “Attention: Mr Craig Oakeshott, Director, Wholesale Markets Branch” at AERInquiryataer [dot] gov [dot] au (AERInquiry[at]aer[dot]gov[dot]au) with the following title in the email: Submission on draft STPIS version 5.

The AER prefers that all submissions be sent in an electronic format in Microsoft Word or other text readable document form and publicly available, to facilitate an informed, transparent and robust consultation process.

Accordingly, submissions will be treated as public documents and posted on the AER's website, unless prior arrangements are made with the AER to treat the submission, or portions of it, as confidential. Those wishing to submit confidential information are requested to:

  • clearly identify the information that is the subject of the confidentiality claim; and
  • provide a non-confidential version of the submission.
