The AER has released its proposed amendments to the transmission and distribution post-tax revenue models (PTRMs) under the National Electricity Rules. The proposed amendments give effect to the AER’s Rate of return guideline, and will allow for an annual update for the return on debt of a regulatory determination.

The PTRMs were also amended to allow for revenue adjustments likely to be required in the future, for example, the sharing of revenue from shared assets. Other minor presentational changes were also proposed.

The Explanatory statement explains the proposed amendments at a high level, and the AER’s reasons for its proposed approach. These proposed amendments are implemented in the amended PTRMs and revised PTRM handbooks.

Invitation for submissions

Interested parties are invited to make written submissions on the proposed amendments to the PTRMs to the AER by close of business, 17 November 2014.

We prefer that all submissions be publicly available to facilitate an informed and transparent consultative process. Submissions will be treated as public documents unless otherwise requested. Parties wishing to submit confidential information are requested to:

  • clearly identify the information that is the subject of the confidentiality claim
  • provide a non-confidential version of the submission in a form suitable for publication.
