The Australian Energy Regulator (AER) has issued its draft decision for the Australian Energy Market Operator’s (AEMO) next regulatory control period from 1 July 2014 to 30 June 2019.
In Victoria, AEMO contracts with direct connect customers for negotiated transmission services and provides prescribed transmission services. Under the National Electricity Rules (NER), AEMO is considered to be a transmission network service provider (TNSP).
Since submitting its proposal AEMO has been consulting with stakeholders about its proposed pricing methodology and proposed negotiating framework.
In response to its engagement with stakeholders, AEMO has raised the possibility of amending the pricing methodology it originally proposed to the AER. The AER’s draft decision does not approve AEMO’s proposed pricing methodology. This facilitates its resubmission by AEMO and also allows stakeholders to make submissions according to the processes set out in the national electricity rules. The negotiating framework AEMO proposed is approved.
Invitation for submissions
The AER invites written submissions on the draft decision by COB 21 February 2014. Submissions can be sent electronically to AEMOdetermination [dot] 2014aer [dot] gov [dot] au (AEMOdetermination[dot]2014[at]aer[dot]gov[dot]au).
The AER prefers that all submissions be sent in an electronic format in Microsoft Word or other text readable document form and publicly available, to facilitate an informed, transparent and robust consultation process. Accordingly, submissions will be treated as public documents and posted on the AER's website, unless prior arrangements are made with the AER to treat the submission, or portions of it, as confidential. Those wishing to submit confidential information are requested to:
- clearly identify the information that is the subject of the confidentiality claim; and
- provide a non-confidential version of the submission.
