Today the AER released an issues paper on the expenditure incentives guideline for consultation as part of the Better Regulation program.
The expenditure incentives guideline will set out how we will apply improved incentives for network businesses to incur efficient capital expenditure, so customers only fund the investment necessary to provide a safe and reliable network. We are also reviewing the incentives for efficient operating expenditure. In particular, we will consider revisions to the current efficiency benefit sharing scheme that applies to network businesses.
Invitation for submissions
Interested parties are invited to make written submissions to the AER regarding this issues paper by close of business, 2 May 2013. Submissions should be sent electronically to: incentivesaer [dot] gov [dot] au (incentives[at]aer[dot]gov[dot]au). The AER prefers that all submissions sent in an electronic format are in Microsoft Word or other text readable document form. Alternatively, submissions can be sent to:

The AER prefers that all submissions be publicly available to facilitate an informed and transparent consultative process. Submissions will be treated as public documents unless otherwise requested. Parties wishing to submit confidential information are requested to:
- clearly identify the information that is the subject of the confidentiality claim
- provide a non-confidential version of the submission in a form suitable for publication.

Expenditure incentives guideline stakeholder forum
We will host a stakeholder forum on the expenditure incentives guideline in April 2013. We will soon finalise the details of the forum and provide information on our Expenditure incentives guideline page. We will also notify stakeholders who have registered interest in this guideline.
