Access arrangement draft decision: Roma to Brisbane Pipeline

The Australian Energy Regulator (AER) has released its draft decision on the access arrangement proposal for the Roma to Brisbane Pipeline (RBP) for the period 12 April 2012 to 30 June 2017.

The AER has not approved the access arrangement proposal. The draft decision requires APT Petroleum Pipeline Pty. Limited (APTPPL) to amend the access arrangement proposal for the RBP. APTPPL has until 25 May 2012 to submit its revised access arrangement proposal to the AER.

Consultation

The AER will hold a public forum on its draft decision on Thursday 17 May 2012 at:

Tïme: 10.30am to 12.00pm (local time). Registration at 10am.

The forum will provide an opportunity for the AER to outline its draft decision. A registration form for this forum can be found at the AER web site. Submissions

Interested parties are invited to provide written submissions on the AER’s draft decision and the revised access arrangement proposal for the RBP by 5 pm on 25 June 2012.

The AER may, but need not, consider a submission it receives after the consultation period has ended.

The AER prefers that all submissions be publicly available to facilitate an informed and transparent consultative process. Submissions will be treated as public documents unless otherwise requested. Parties wishing to submit confidential information are requested to:

• clearly identify the information that is the subject of the confidentiality claim; and
• provide a non-confidential version of the submission.

All non-confidential submissions will be placed on the AER's website.

Stop the clock

The AER has decided under rule 11 of the NGR that the period of 56 days for submissions on the draft decision is not counted towards the decision making time for the full access arrangement final decision. This also includes an overlapping period of 19 business days for APTPPL to submit a revised proposal.
