On 23 September 2021, the Australian Energy Market Commission (AEMC) received a rule change request from Red Energy and Lumo Energy (Red and Lumo) to introduce a new requirement on energy retailers to provide assistance, support and protection to consumers who are affected by family violence under the National Energy Retail Rules (NERR).

Consultation paper

On 18 November 2021, the AEMC published a consultation paper seeking stakeholders’ feedback on the proposed rule change, and views on any issues not raised in the proposal that should be addressed, lessons from other sectors, and how the Commission should assess the policy options.

The AER made a submission to the AEMC’s consultation paper on 3 March 2022.

Draft determination

On 16 June 2022, the AEMC made a more preferable draft rule that amends the NERR. The proposed changes introduce new measures to protect customers experiencing family violence which promote certainty and transparency for customers and are proportionate and cost-effective for retailers.

The AER made a submission to the AEMC's consultation paper on 4 August 2022.
