Energex submitted its regulatory proposal for 2015–20 to the AER on 30 October 2014. The AER is required to determine the revenue allowance for Energex under the National Electricity Rule (NER). Following changes to the NER, the AER published a preliminary determination on 29 April 2015. This determination set prices for 2015–16. The AER, following further stakeholder consultation, must revoke its preliminary decision and substitute it with a new decision (referred to as the final decision) for Energex to be published by 31 October 2015. The revenue allowance set in this preliminary decision will apply in 2015–16. If our final decision differs from our preliminary decision, any necessary adjustment will be spread across revenues over the remaining years of the regulatory control period.

In anticipation of its distribution determination, the AER published a framework and approach paper in April 2014. That paper outlined the AER’s likely classification of Energex's services, the form of control to apply to those services and our likely application of the AER’s incentive schemes and guidelines to Energex.

On 14 November 2014 we commenced a process seeking submissions on Energex's regulatory proposal and our proposed negotiating service framework and criteria. Submissions closed on 30 January 2015. We published an issues paper to assist stakeholders and also held a public forum in December 2014.

On 30 April 2015, we published our preliminary decision on Energex's regulatory proposal for the 2015-20 regulatory control period.

On 12 May 2015, we held a conference in Brisbane to explain our preliminary decision for Energex. The conference agenda and presentation materials are available under the 'preliminary decision' milestone.

On 3 July 2015, Energex submitted its revised regulatory proposal. Submissions on Energex's revised proposal closed on 24 July 2015. These submissions are located under the 'Revised proposal' milestone.

On 29 October 2015, we published our final decision for Energex for the 2015–20 regulatory control period.

We held regular meetings with QLD consumer groups and interested stakeholders to discuss and exchange views about the reset process.

Consumer Challenge Panel

The AER has established its Consumer Challenge Panel (CCP). To meet its objectives of assisting the AER make better regulatory determinations, the CCP may provide statements and advices to the AER.
