The Australian Energy Regulator has published its annual report for 2012-13. The report details the AER’s activities in regulating the wholesale electricity market, setting prices for use of energy networks, and protecting customers in the retail electricity and gas markets.

AER Chairman Andrew Reeves highlighted the notable achievements of 2012-13.

“Rising prices are a real concern to energy consumers. In late 2012, the Australian Energy Markets Commission made changes to the rules governing how the AER sets prices for the use of energy networks. The AER has made substantial progress on these changes, by preparing guidelines on how we will deal with prices in the next network regulatory determinations, starting in July 2014,” Mr Reeves said.

The AER Customer Reference Group has provided advice on this process to ensure that the interests of consumers are incorporated into the decision making process.

“The ‘Better Regulation’ program will ensure consumers pay no more than necessary for reliable energy networks,” Mr Reeves said.

In 2012-13, the National Energy Retail Law commenced in the Australian Capital Territory, Tasmania and South Australia. This saw the AER take on new responsibilities for the regulation of electricity and gas retail markets. The reforms deliver stronger protections for energy consumers.
