The Australian Energy Regulator (AER) has publicly released and is seeking submission on Aurora Energy’s regulatory proposal for the period 1 July 2012 to 30 June 2017. The AER has also released draft distribution negotiating service criteria for consultation.

Under the National Electricity Rules the AER must determine how Aurora Energy’s distribution services will be regulated from July 2012. As part of this process Aurora Energy is required to submit a regulatory proposal to the AER. The AER is then required to review the regulatory proposal and publish a draft and final determination.

The AER is seeking submissions on the regulatory proposal of Aurora for consideration in making its draft decision on the proposal.

Submissions may be sent electronically to AERInquiryataer [dot] gov [dot] au (AERInquiry[at]aer[dot]gov[dot]au)  by 5 pm A.E.S.T on 12 August 2011.

The AER may, but need not, consider a submission it receives after the consultation period has ended.

Public forum on regulatory proposal

The AER is holding a public forum on the regulatory proposal of Aurora. The details are as follows:

Attached to this notice is a registration form. If you would like to attend the forum, please send a completed registration form to the AER via email to AERInquiryataer [dot] gov [dot] au (AERInquiry[at]aer[dot]gov[dot]au). The closing date for registration is Tuesday 12 July 2011.

The agenda for the public forum will be emailed to registered participants prior to the public forum.

Pre-publication of the AER’s determination

After making but prior to publishing its draft and final determinations/reasons, the AER may provide certain aspects of its determination/reasons (including providing excerpts) and associated financial models to Aurora. The purpose of this process is to protect the legitimate confidentiality and intellectual property interests of Aurora (and, potentially, third-party providers) by providing Aurora with an opportunity to comment on whether the determination/reasons contain information that might be confidential.
