The National Electricity Rules (NER) allow the Australian Energy Regulator (AER) to develop and publish a demand management incentive scheme (DMIS) to provide incentives for electricity distribution network service providers (DNSPs) to implement efficient non-network alternatives, or to manage the expected demand for standard control services in some other way.

CitiPower, Powercor, Jemena, SP AusNet and United Energy are the DNSPs in Victoria. From 1 January 2009, the AER will assume responsibility for the economic regulation of Victorian DNSPs.

The AER has commenced preparations for its distribution determinations for the Victorian DNSPs for the regulatory control period 1 January 2011 to 31 December 2015. As part of this process the AER is required to set out its likely approach to certain matters, including the likely approach to the application of a DMIS.

Today the AER released a proposed DMIS to apply to the Victorian DNSPs over the 2011 -15 regulatory control period. The proposed DMIS and accompanying explanatory statement are available on the AER’s website.

Issues regarding the AER’s proposed DMIS for Victorian DNSPs can be addressed in written submissions to the AER by Friday 6 March 2009.

Issues raised in submissions will be taken into account in the AER’s final decision and DMIS for the Victorian DNSPs, which must be published by 24 April 2009.

The AER prefers that all submissions be publicly available to facilitate an informed and transparent consultative process. Submissions will be treated as public documents unless otherwise requested. Parties wishing to submit confidential information are requested to provide a non-confidential version of the submission in a form suitable for publication.
