The AER has issued the first proposed guidelines and accompanying explanatory statements for electricity transmission businesses for public consultation on 31 January 2007 as required under chapter 6A of the National Electricity Rules (the NER) and the transitional provisions in clause 11.6.17. The first proposed guidelines relate to:
- the post-tax revenue model
- the roll forward model
- an efficiency benefit sharing scheme
- a service target performance incentive scheme
- submission guidelines and
- cost allocation guidelines
A copy of each of the first proposed guidelines and explanatory statements is available from the AER's website, www.aer.gov.au.
Interested parties are invited to make written submissions to the AER by 5pm EST on Tuesday 1 May 2007. Submissions can be e-mailed to the AER at AERinquiryaer [dot] gov [dot] au (AERinquiry[at]aer[dot]gov[dot]au) or sent to:

The AER prefers that all submissions be in an electronic format and publicly available, to facilitate an informed, transparent and robust consultation process. Accordingly, submissions will be treated as public documents and posted on the AER’s website, www.aer.gov.au except and unless prior arrangements are made with the AER to treat the submission, or portions of it, as confidential.
Following public consultation the AER will issue a determination in respect of the first proposed guidelines on or before 30 September 2007.
Please also note that there are additional guidelines that are required to be developed and/or maintained by the AER to complete the package of transmission regulatory guidelines under chapter 6A. The AER will make further announcements as these guidelines are developed and will issue them separately.
