On 31 January 2014 the AER received the transitional regulatory / revenue proposals (TRP) from six electricity network businesses. The AER received a TRP from each of the four NSW and ACT distribution network service providers (ActewAGL, Ausgrid, Endeavour Energy and Essential Energy) and one each from Transend (Tasmania electricity transmission) and TransGrid (NSW electricity transmission).
The AER is required to make a placeholder revenue determination for the transitional regulatory control period of 1 July 2014 to 30 June 2015 by the end of March (for transmission) and April (for distribution).
The purpose of the AER’s review of the TRPs is to determine the revenue allowance for the placeholder year only. The placeholder revenue determination is indicative of the expected revenue allowance for the transitional year that will be calculated through the full determination process that will commence later in the year for the full regulatory period (1 July 2014 to 30 June 2019). The AER will make adjustments for any difference between the placeholder revenue requirements for the transitional year and the revenue requirements for the transitional year that is established in the full determination process.
Invitation for submissions
The AER invites interested parties to make written submissions that specifically relate to these TRPs for the placeholder determinations by COB on Monday 3 March 2014.
The AER requests that stakeholders submit their views on substantial issues during the full determination process which will commence later in the year.

The AER prefers that all submissions be sent in an electronic format in Microsoft Word or other text readable document form and publically available to facilitate an informed and transparent consultative process. Accordingly, submissions will be treated as public documents, except and unless prior arrangements are made with the AER to treat the submission, or portions of it, as confidential. Parties wishing to submit confidential information are requested to:
- identify clearly the information that is the subject of the confidentiality claim; and
- provide a non-confidential version of the submission
