The Australian Energy Regulator (AER) has publicly released an access arrangement proposal for the Roma to Brisbane Pipeline (RBP) for consideration and comment by interested parties. The proposal was.submitted by the service provider of the RBP, APT Petroleum Pipeline Limited (APTPPL), for the period 12 April 2012 to 30 June 2017

The access arrangement proposal establishes the basis for the terms and conditions of access for users and prospective users for the pipeline.

The AER is required to make the decision to approve or not approve the access arrangement proposal and is required to publish the draft and final decisions on the AER’s website.

The AER is seeking submissions on the access arrangement proposal for the RBP for consideration in making its draft decision on the proposal.

Submissions should be sent electronically to rbpataer [dot] gov [dot] au (rbp[at]aer[dot]gov[dot]au) by 5 pm on Monday 19 December 2011.

The AER may, but need not, consider a submission it receives after the consultation period has ended.

Public forum on access arrangement

The AER is holding a public forum on the access arrangement proposal for the RBP. The details are as follows:

The public forum will provide an opportunity for APTTPL to explain its access arrangement proposal. Interested parties will also have an opportunity to ask questions regarding the access arrangement proposal.

A registration form to attend the forum can be found on the AER’s website. The closing date for registrations is Monday 28 November 2011.

The agenda for the public forum will be emailed to registered participants prior to the public forum.

Decision making time

The AER is required to make its decision on this proposal within six months of receipt but it can ‘stop-the-clock’ while receiving submissions on the proposal.

The AER has decided a period of 33 days for consultation on the proposal is to be disregarded for the purpose of calculating elapsed time for the six–month decision making time period for the access arrangement proposal
