The National Electricity Rules (NER) provide for the Australian Energy Regulator (AER) to review the weighted average cost of capital (WACC) parameters to be adopted in determinations for electricity transmission and distribution network service providers. Reviews are to be conducted every five years with the first review concluded by 31 March 2009 to apply to transmission and distribution determinations submitted after 31 March 2009 and before 1 April 2014. In accordance with the consultation procedures of the NER, the AER is intending to begin its formal review with the release of a statement setting out its proposed values and methodologies for the WACC parameters on 9 December 2008.
The AER will issue a separate notice at the time of release of its statement of proposed values and methodologies for the WACC parameters.
Public forum
The AER has scheduled a public forum to discuss its statement of proposed values and methodologies for the WACC parameters and to receive oral submissions from interested parties on Wednesday 17 December 2008, at the Hilton, Melbourne Airport.
