The Australian Energy Regulator (AER) is inviting additional feedback around minor amendments to the semi scheduled generator rule change proposal.

Semi scheduled generators are wind and solar generators. They generally produce as much power as their resource (sun and wind) allows, but with fewer restrictions than scheduled generators (coal, gas and hydro).

In June 2020 the AER prepared two rule changes for submission to the Australian Energy Market Commission (AEMC) relating to the operation of semi scheduled generation. Based on feedback around this issues paper, the AER is proposing to make minor amendments to the preferred rule change. The amendments relate to the dispatch obligations for semi scheduled generators.

The AER is now offering stakeholders the opportunity to provide feedback on the amended proposed rule change by 5 pm 1 September 2020. This is an additional consultation process. As such an email outlining whether or not the minor amendment is satisfactory or not will be accepted in lieu of a formal submission.

Background

In March 2020, COAG EC requested the AER develop a rule change that requires semi scheduled generators be obligated to follow their dispatch targets in a similar manner to scheduled generators. In June 2020 the AER released an issues paper which presented analysis of the request and proposed rule change options for stakeholders to consider; 30 submissions on the issues paper were received in July 2020.
