On 28 June 2007 the AER released an issues paper canvassing options to introduce a new service standards incentive which rewards transmission network service providers for reducing the number and duration of outages that have a market impact and providing more advanced notice of outages.
This issues paper builds on the recent work the AER has undertaken into reporting indicators of the market impact of transmission congestion.

A model has been developed to assist in assessing the options outlined in the issues paper. The model is available for download from the AER website.
Invitation for submissions
Interested parties are invited to provide written submissions to the AER by 5pm EST on Friday, 17 August 2007.

The AER prefers that all submissions be in an electronic format and publicly available, to facilitate an informed, transparent and robust consultation process. Accordingly, submissions will be treated as public documents and posted on the AER’s website, www.aer.gov.au, except and unless prior arrangements are made with the AER to treat the submission, or portions of it, as confidential.
The AER will consider submissions received in response to this issues paper and publish a draft decision later this year. The intention is to finalise the details of this scheme before April 2008 so that any parameter can apply to Transend and TransGrid for their next regulatory control periods.
