The Australian Energy Regulator (AER) has released a Consultation Paper on proposed amendments to the Basslink Commencement and Process Paper

We are seeking stakeholder feedback on the proposed amendments, which include revised draft decision and final decision dates and the addition of a Position Paper. 

Stakeholder submissions in response to the Basslink Issues Paper noted the complexity of assessing the benefits of regulation. Submissions highlighted divergent views on key aspects of the Basslink proposal, including:

  • Whether regulation of Basslink's services is in the long term interests of consumers

  • Cost allocation between Tasmania and Victoria

  • Approaches to setting the Regulatory Asset Base (RAB)

Stakeholders have also requested further information, including modelling, to better understand the implications for consumers of Basslink operating as a Market Network Service Provider or a regulated Transmission Network Service Provider.

Given this stakeholder feedback and the complexity of assessing Basslink’s proposal, we consider stakeholders may benefit from understanding our preliminary views in a Position Paper. We propose to include modelling as part of the release of this Position Paper.
