The Australian Energy Regulator (AER) has today released a draft Regulatory Investment Test – Distribution (RIT-D) and accompanying application guidelines.
The RIT-D requires distribution network service providers (DNSPs) to consider and assess all credible options before they choose the best investment option to meet their network’s needs. The application guidelines sets out guidance on how to assess these options and the circumstances in which businesses are required to consider and quantify market benefits when undertaking a RIT-D. The application guidelines aim to ensure that the level of complexity required in the RIT-D process is commensurate with the value and impact of distribution projects.
Invitation for submissions
Interested parties are invited to make written submissions on the draft RIT-D and application guidelines by close of business, 18 July 2013. Submissions should be sent electronically to: AERInquiryaer [dot] gov [dot] au (AERInquiry[at]aer[dot]gov[dot]au).

The AER prefers that all submissions be sent in an electronic format in Microsoft Word or other text readable document form and publicly available, to facilitate an informed, transparent and robust consultation process. Accordingly, submissions will be treated as public documents and posted on the AER's website, unless prior arrangements are made with the AER to treat the submission, or portions of it, as confidential. Those wishing to submit confidential information are requested to:
- clearly identify the information that is the subject of the confidentiality claim; and
- provide a non-confidential version of the submission.
