We invite stakeholders, in particular, those who attended our Demand Management Options Day Workshop to attend a discussion on the direction of our proposed Draft Demand Management Incentive Scheme and Innovation Allowance Mechanism.
This Scheme Direction Forum will be held via videoconference at the ACCC/AER offices in Brisbane, Canberra, Melbourne, Sydney, Adelaide, Darwin and Hobart on 29 June 2017.
At this Forum, we will present and explain an outline of our proposed draft Scheme and provide stakeholders an opportunity to comment and seek clarification. We want to test the framework we are proposing for the Scheme with stakeholders before we develop the detailed text of the draft Scheme.
The objective of the Scheme is to encourage electricity distribution businesses to undertake efficient expenditure on non-network options relating to demand management. The objective of the separate Allowance Mechanism is to fund distribution businesses for research and development in demand management projects that have the potential to reduce long term network costs.
These mechanisms will complement our ongoing work that targets efficient outcomes and more consumer choice, recognising changes taking place in the electricity industry. This includes work on tariff reform, metering contestability, a national ring-fencing guideline, and a rule change to strengthen the transparency and efficiency of replacement expenditure.
