Today, we have published a draft decision setting out minor amendments to the AER Expenditure Forecast Assessment Guidelines (Distribution and Transmission) (‘the EFA Guidelines’), to reflect the addition of the emissions reduction objective to the existing national energy objectives.
The objective of this review is to determine how the AER should have regard to emissions reduction in assessing capital and operating expenditure forecasts. We have separated our review into two parts:
- Implementing changes to the EFA Guidelines, and
- Developing an emissions reduction guidance note that provides more detailed information on the AER’s implementation approach.
- Our draft decision contains both of the above parts. We invite interested parties to make written submissions to us on the 2 separate parts contained within this draft decision by close of business on 9 August 2024. Submissions can be sent electronically to aerinquiryaer [dot] gov [dot] au (aerinquiry[at]aer[dot]gov[dot]au).
We will consider stakeholder feedback and expect to publish our final decision on the EFA Guidelines in October 2024. We also expect to publish an emissions reduction guidance note in April 2025.
