Aurora Energy is a state owned electricity distribution service provider and electricity retailer in Tasmania. In May 2013, the Tasmanian government enacted legislation to facilitate the introduction of full retail competition (FRC) in the Tasmanian electricity market.
On 16 September 2013, the distribution business of Aurora submitted an application under clause 6.6.1(c) of the NER for a cost pass through arising from the Tasmanian government’s introduction of legislation to facilitate FRC. On 8 November 2013, in accordance with clause 6.6.1(e1) of the NER, the AER wrote to Aurora seeking further information to enable the AER to make its determination in relation to Aurora’s pass through application.
On 9 May 2014, Aurora responded to the AER’s request for further information and documentation, and updated its initial application. Aurora proposes a pass through amount of $33.766 million, to update its information systems and business processes to enable it to comply with its new regulatory obligations resulting from FRC.
Invitation for submissions
The AER is now calling for public submissions on Aurora’s cost pass through application. The closing date and time for submissions is COB on Friday 27 June 2014.

We prefer that all submissions be publicly available to facilitate an informed and transparent consultative process. Submissions will be treated as public documents unless otherwise requested. Parties wishing to submit confidential information are requested to comply with the AER’s confidentiality guideline. All non-confidential submissions will be placed on our website.
