The AER has released a new electricity transmission draft service target performance incentive scheme (STPIS) and accompanying explanatory statement. The draft STPIS proposes changes to the existing version 3 of the STPIS based on the AER’s findings in the STPIS review.
The STPIS is a scheme established and amended by the AER which is designed to provide incentives for each TNSP to maintain or improve reliability of transmission network services at times most valued by customers and elements of the network most important to determining wholesale electricity prices.
The proposal to amend the STPIS is being conducted in accordance with clause 6A.7.4 of the Electricity Rules.
Invitation for submissions
The AER is seeking stakeholder feedback on the draft STPIS and explanatory statement. Interested parties are invited to provide written submissions to the AER by close of business Tuesday 16 October 2012.
Submissions should be addressed to Chris Pattas (General Manager, Network Operations and Development Branch) care of Mark [dot] Wilsonaer [dot] gov [dot] au (Mark[dot]Wilson[at]aer[dot]gov[dot]au) with the following title in the email: Submission on electricity transmission draft STPIS
The AER prefers that all submissions be in an electronic format in Microsoft Word or other text readable document form and publicly available, to facilitate an informed, transparent and robust consultation process. Accordingly, submissions will be treated as public documents and posted on the AER's website, except and unless prior arrangements are made with the AER to treat the submission, or portions of it, as confidential. Parties wishing to submit confidential information are requested to:
- clearly identify the information that is the subject of the confidentiality claim; and
- provide a non-confidential version of the submission
