The AER has released its proposed template financial models for gas network service providers under the National Gas Rules. The financial models comprise of template roll forward models (RFMs) and post-tax revenue models (PTRMs) for distribution and transmission networks.
The preparation of gas template models is in accordance with the recent changes to the NGR regarding the regulation of covered pipelines. This rule change allows the AER to prepare and publish consistent financial models that service providers must use as part of the access arrangement review process to construct the capital base, and the total revenue calculated using the building block approach.
The explanatory statements describe the proposed models, and reasons for preparing them. The proposed models are accompanied by handbooks outlining the operation of the models.
Invitation for submissions
We invite stakeholders to make written submissions on our proposed financial models by 20 January 2020. Submissions should be emailed to ModelReviewsaer [dot] gov [dot] au (subject: Submission%20-%202019%20PTRM%20amendments) (ModelReviews[at]aer[dot]gov[dot]au).

We prefer all submissions be publicly available to facilitate an informed, transparent and robust consultation process. Accordingly, submissions will be treated as public documents unless prior arrangements are made with the AER to treat the submission, or portions of it, as confidential. We request parties wishing to submit confidential information to:
- clearly identify the information that is the subject of the confidentiality claim; and
- provide a non-confidential version of the submission.
