The AER is required to determine the revenue allowance for Powerlink under the National Electricity Rules. The first step in developing the revenue allowance for the next regulatory control period is to develop a Framework & Approach (F&A) paper for Powerlink. The F&A will set out which incentive schemes are to apply to Powerlink and our approach to expenditure forecasting and depreciation for the next regulatory control period, which will commence in 2017.
Powerlink has proposed to the AER that it be permitted to apply a 'top-down' approach to expenditure forecasting for its capital projects later in the next regulatory control period, supported by a sample of projects also forecast using the conventional 'bottom-up' build approach to forecasting. The AER is considering whether this proposal should be allowed.
We invite submissions from stakeholders on all this proposal and all the other matters subject of the F&A.
Invitation for submissions
Interested stakeholders may make submissions to the AER for consideration in making its final decision on the approach to regulation to be adopted in the F&A.

The AER prefers that all submissions be sent in an electronic format in Microsoft Word or other text readable document form and be publicly available to facilitate an informed and transparent consultative process. Submissions will be treated as public documents and posted on the AER website, except and unless prior arrangements are made with the AER to treat the submission, or portions of it, as confidential. Parties wishing to submit confidential information are requested to:
- clearly identify the information that is the subject of the confidentiality claim;
- clearly identify the detriment that will occur if the information is disclosed; and
- provide a non-confidential version of the submission.
