The AER has today released the latest version of the Network Service Provider Registration Exemption Guideline (Network exemption Guideline). The Guideline covers the supply of electricity by private or exempt networks (those not required to register with AEMO). It details how private networks can obtain an exemption from registration and the conditions that apply.
This version of the Guideline adds two new exemption registration classes (for large and small Dedicated Connection Assets), which support the Australian Energy Market Commission's Transmission Connection and Planning Arrangements rule change. Other amendments include new rules for:
- generators 5MW and above connecting to exempt networks;
- dispute resolution;
- access to retail competition; and
- charging for meter reads.
For a full list of amendments, refer to the AER's Reasons for Decision document.
The Guideline takes effect from 1 March 2018 and replaces the previous version (version 5).
