On 2 August 2016 the AER published its latest Quarterly Compliance Report: National Electricity and Gas Laws.
The report summarises the AER's compliance monitoring and enforcement activities in the wholesale electricity and gas markets during the April – June 2016 period. It provides an overview of the results of investigations, targeted compliance reviews and projects undertaken during the quarter.
In electricity, the report sets out our activities in relation to compliance with dispatch instructions and associated requirements, which has been a priority area for the AER. We outline the publication of an amended compliance bulletin and the resolution of two enforcement actions in relation to this area. We also outline the findings of a review into market customers and network businesses compliance approach to obligations regarding the provision of interruptible load data to AEMO.
In gas, the report outlines an observed trend of over forecasting demand by participants in the Sydney Short Term Trading Market (STTM). As inaccurate demand forecasting has previously been an issue in the Sydney STTM, we will be investigating the issue closely. Further, given our focus on Bulletin Board obligations this year, we notify we will be making inquiries of a cross-section of participants in the third quarter regarding their compliance processes for new Bulletin Board reporting requirements coming into effect in October 2016.
