The Australian Energy Regulatory (AER) has published an issues paper on the introduction of flexible export limits by distribution network service providers across the National Electricity Market. Flexible export limits can provide the opportunity for consumers to achieve greater value from their consumer energy resource investments (such as solar panels and batteries), through potentially higher levels of export onto the grid. The paper seeks stakeholder views on a range of matters, including:

  • the proposed capacity allocation principles and approach to capacity allocation methodology development by distribution network service providers
  • consumer participation, whereby we consider both opt-in and opt-out approaches
  • the appropriate accountability and governance arrangements for flexible export limits.

We are seeking submissions on the issues paper by Friday 9 December 2022. Stakeholders should email submissions to NetworkPolicyataer [dot] gov [dot] au (NetworkPolicy[at]aer[dot]gov[dot]au).

The AER will host a virtual public forum in November, with the date to be confirmed soon.

Background

This project is proceeding under the Energy Security Board’s CER Implementation Plan that seeks to effectively integrate consumer energy resources, such as rooftop solar and batteries, into the National Electricity Market.

The flexible export limits issues paper relates closely to other reviews being undertaken by other market bodies as part of the CER Implementation Plan and currently out for consultation. One is the Australian Energy Market Commission’s review of CER technical standards and the other is the ESB’s directions paper for interoperability policy.
