On 10 December 2012 the Australian Energy Regulator (AER) released its issues paper for consultation on the Better Regulation reform program in 2013.

Today the AER has released an issues paper on expenditure forecast assessment guidelines for consultation as a part of the Better Regulation reform program 2013.

The expenditure forecast assessment guidelines will describe the techniques that the AER will use to determine efficient expenditure allowances in accordance with the objectives, criteria and factors in the National Electricity Rules. The techniques in the guidelines will also form the basis of the AER’s annual benchmarking reports.

Invitation for submissions

Interested parties are invited to make written submissions to the AER regarding this paper by the close of business, 15 March 2013. Submissions should be sent electronically to: expenditureataer [dot] gov [dot] au (expenditure[at]aer[dot]gov[dot]au).  Alternatively, submissions can be sent to:

The AER prefers that all submissions be publicly available and sent in an electronic format in Microsoft Word or other text readable document form, to facilitate an informed, transparent and robust consultation process. Accordingly, submissions will be treated as public documents and posted on the AER's website, unless prior arrangements are made with the AER to treat the submission, or portions of it, as confidential. Those wishing to submit confidential information are requested to:

  • clearly identify the information that is the subject of the confidentiality claim; and
  • provide a non-confidential version of the submission

Expenditure forecast assessment guidelines stakeholder roundtable

 The AER will host a stakeholder roundtable on the expenditure forecast assessment guidelines prior to the closing date of submissions. The exact date and further details of the roundtable will be notified in due course to those that have registered an interest in these guidelines. Those wishing to register are encouraged to do so by sending their details to expenditureataer [dot] gov [dot] au (expenditure[at]aer[dot]gov[dot]au).
