The Australian Energy Regulator (AER) has released a draft Guideline and explanatory statement seeking stakeholder comment following a review of the Ring-fencing guideline (electricity transmission).
The draft Guideline proposes to:
- increase transparency into the operations of transmission network service providers
- reduce the harms associated with cross-subsidisation and discrimination
- ensure that consumers are not paying for services that do not benefit them
- include additional reporting and compliance obligations aligned with those in our distribution ring-fencing guideline.
Invitation for submissions
We invite submissions on the draft Guideline and explanatory statement by Friday, 16 December 2022. Submissions should be emailed to AERringfencing

Background
The scale of transmission investment is expected to significantly increase as new types and forms of generation enter the market to support the energy transition. The draft transmission ring-fencing guideline encourages development of these markets and services by providing a targeted and proportionate framework that transmission network service providers must abide by. The draft guideline and explanatory statement is based on submissions received to our discussion and issues papers.
