The Phase 3 low-voltage network visibility report identifies the actions we will take to ensure distribution networks are transparently providing information to key stakeholders and the public.
The Australian energy system is transforming through the ongoing uptake of distributed energy resources (DER), including consumer energy resources (CER). Low-voltage network visibility plays a crucial role in the integration and optimisation of DER and empowers non-network participants of all kinds to understand, interact, invest and connect with distribution networks.
In our final report on network visibility, we outline the following four actions that we will take to ensure there is adequate visibility of distribution network data for third parties:
- Support for a change to the National Electricity Rules to ensure Distribution Network Service Providers (DNSPs) publish key information that they possess. This involves supporting key elements of the ‘Integrated Distribution System Planning’ rule change request recently submitted to the Australian Energy Market Commission by Energy Consumers Australia.
- Publishing network performance metrics as reputational incentives for DNSPs to facilitate the connection of distributed energy resources.
- Investigating if new incentive arrangements are needed to align DNSP actions with consumer outcomes.
- Encouraging innovation in data sharing within the regulatory framework through policy-led sandboxing.
