The Australian Energy Regulator (AER) has published the Day Ahead Auction Record Keeping Guideline as required under the new Part 24 and 25 of the Gas Rules which commenced on 22 November 2018.

These new rules establish a Capacity Trading Platform and a Day Ahead Auction which will commence 1 March 2019.

Together, these capacity trading reforms are intended  to foster the development of a more liquid secondary gas transportation capacity market and, in so doing, improve the efficiency with which capacity is allocated and used on gas transportation assets. The reforms apply to gas transmission pipelines and four designated compressors, and include a Voluntary Platform to trade secondary capacity transportation and a Mandatory Day Ahead Auction for contracted but un-nominated capacity at the time of the auction cut off.

The AER’s guideline provides guidance as to the form in which information is required to be recorded and reported by transportation facility operators and transportation users for the Day Ahead Auction in accordance with Part 25 of the Gas Rules.
