The Australian Energy Regulator (AER) has released its preliminary Framework and Approach (F&A) papers for Energex, Ergon Energy, SA Power Networks and Directlink for the 2020─25 regulatory control period.
The F&A provides direction to a service provider on how certain aspects of its regulatory proposal should be framed. These preliminary papers allow for the service providers and interested stakeholders to consider and respond to the AER’s intended approach to service classification (what services we will regulate), form of control (how we will set prices for regulated services) and incentive schemes that aim to encourage cost efficiency and maintenance of service standards, amongst other things.
This consultation opportunity is the first step in the beginning of a two year process that ends with us determining service providers’ allowed revenue for the 2020─25 regulatory control period, including efficient prices for electricity distribution and transmission services.
Stakeholder input on distribution service classification at the F&A stage is important as many of the decisions made at this early stage will influence the regulatory arrangements applying to the businesses well into the next decade.
Submissions on the AER’s preliminary F&A papers close on 27 April 2018. The AER will consider all submissions before issuing its final F&A papers for these service providers by 31 July 2018.

We are now seeking written submissions from interested stakeholders on our preliminary F&A papers for Qld, SA and Directlink by close of business, 27 April 2018.

The AER prefers that all submissions be sent in an electronic format in Microsoft Word or other text readable document form and publicly available, to facilitate an informed, transparent and robust consultation process. Accordingly, submissions will be treated as public documents and posted on the AER's website, unless prior arrangements are made with the AER to treat the submission, or portions of it, as confidential. Those wishing to submit confidential information are requested to:
- clearly identify the information that is the subject of the confidentiality claim; and
- provide a non-confidential version of the submission.
