On 8 November 2017, we released our discussion paper on profitability measures for regulated electricity and gas network businesses.
The discussion paper canvasses profitability measures that could be used by the AER as part of our annual regulatory reporting processes, and the data required to calculate these measures. It follows a scoping study into measures of profitability of electricity and gas businesses prepared by McGrathNicol in June 2017 to inform this process.
We will follow this paper with a draft decision in February 2018. This will consider the submissions received in response to the discussion paper and identify the profitability measures we propose to apply in our performance reporting.
Stakeholders will have the opportunity to comment on our draft decision through written submissions in March 2018, before we publish our final decision on the profitability measures and data requirements in May 2018.

We invite interested parties to make submissions on the issues paper by close of business 8 December 2017.

The AER prefers that all submissions be sent in an electronic format (Microsoft Word) and are publicly available, to facilitate an informed, transparent and robust consultation process. Accordingly, submissions will be treated as public documents and posted on the AER's website, unless prior arrangements are made with the AER to treat the submission, or portions of it, as confidential. Those wishing to submit confidential information are requested to:
- clearly identify the information that is the subject of the confidentiality claim; and
- provide a non-confidential version of the submission.
