The AER published its draft Electricity Distribution Ring-fencing Guideline (the Guideline) and explanatory statement on 27 May 2021 for consultation.
In response to comments received in the submissions, we are now seeking feedback on two additional minor amendments to the guideline as detailed in our consultation note.
The minor amendments propose to:
- further clarify the information sharing register provision
- insert a new provision to allow the AER to grant ‘Class Waivers’.
Please submit any comments on the changes via email to AERring-fencingaer [dot] gov [dot] au (AERring-fencing[at]aer[dot]gov[dot]au) by 14 September 2021.
The final guideline is expected later this year.
Background
Ring-fencing supports competition in markets for electricity services and the efficiency of regulated network services provided to consumers on a monopoly basis. It does this by requiring a network business to separate parts of its business that provide regulated services from the parts of its business that provide unregulated services.
