On 11 September 2012 the AER released its draft decision not to approve the access arrangement proposals for:
- APA GasNet Australia (Operations) Pty Ltd’s (APA GasNet) Victorian gas transmission network
- SPI Networks (Gas) Pty Ltd’s (SP AusNet) Victorian gas distribution network
The draft decision requires APA GasNet and SP AusNet to amend the access arrangement proposals for their Victorian gas networks. They each have until 9 November 2012 to submit revised access arrangement proposals to the AER.
Invitation for submissions
The AER is seeking written submissions on its draft decision and APA Gasnet and SP AusNet’s revised access arrangement proposals for consideration in making its final decisions on the Proposals.
Submissions should be sent electronically to VicGAAR
aer [dot] gov [dot] au (VicGAAR[at]aer[dot]gov[dot]au) by 5 Pm AEST on Monday, 7 January 2013.

Interested parties are referred to the AER's Access Arrangement Guideline for further details on how to make submissions.
The AER may, but need not, consider a submission it receives after the consultation period has ended.
The AER prefers that all submissions be sent in an electronic format in Microsoft Word or other text readable document form and publicly available, to facilitate an informed, transparent and robust consultation process. Accordingly, submissions will be treated as public documents and posted on the AER's website, except and unless prior arrangements are made with the AER to treat the submission, or portions of it, as confidential. Parties wishing to submit confidential information are requested to:
- clearly identify the information that is the subject of the confidentiality claim; and
- provide a non-confidential version of the submission
