The AER has today released a consultation paper seeking feedback from stakeholders on the Reliability Emergency Reserve Trader (RERT) class waiver, which is due to expire on 15 April 2025.
In December 2022, the AER granted a ring-fencing class waiver to allow distribution network service providers (DNSPs) to contract to perform RERT services via voltage management for the Australian Energy Market Operator (AEMO). The class waiver exempts DNSPs from their obligations to comply with clause 4.2 (functional separation) of the Ring-fencing guideline (electricity distribution). This class waiver is due to expire on 15 April 2025.
Before the current class waiver expires, the AER is seeking feedback from interested stakeholders on whether there is a case for the class waiver to be extended. Should the waiver expire, any DNSPs wishing to provide RERT services via voltage management after 15 April 2025 would need to apply to the AER for an individual waiver.
The AER is seeking evidence from stakeholders to understand if there are parties who may be adversely affected, either by the absence of this class waiver, or by the class waiver being extended.
