Today the AER released its draft decision on the proposal to make the AER Compliance Procedures and Guidelines (Procedures and Guidelines), which will apply to gas pipeline service providers.
Our draft decision follows an initial round of consultation and a stakeholder forum on the proposed draft of the Procedures and Guidelines. We considered stakeholder feedback in preparing an updated draft of the Procedures and Guidelines, together with an Explanatory Note. We have now entered into the second phase of consultation on the Procedures and Guidelines.
The Procedures and Guidelines provide guidance and information to service providers about compliance with their requirements under the National Gas Law (NGL), the National Gas Rules, and the National Gas Regulations. The Procedures and Guidelines are required under section 64F of the NGL.
For our second round of consultation, we are seeking feedback on:
- the changes made to the proposed draft, and
- whether there is any further information that will assist service providers in understanding the regulatory framework, ACO reporting process or compliance audit framework.
Interested parties are invited to make written submissions to the AER regarding this proposal by close of business on 15 November 2024.
The AER prefers that all submissions be in an electronic format and publicly available. Submissions will be treated as public documents unless otherwise requested. All non-confidential submissions will be placed on the AER’s website.
