Explanatory Statement - Transmission Efficiency Test and revenue determination guideline for non-contestable network infrastructure projects (draft amendments) - May 2024

On 7 May 2024, the AER published draft amendments to the Revenue determination guideline for NSW non-contestable projects (Draft Guideline).

The proposed amendments were aimed at more efficiently using the 126 business day timeframe available for making non-contestable revenue determinations. The draft amendments also included changes relating to our assessment of contestable augmentations, clarification of pre-lodgement processes, and financeability and concessional finance benefits.

The accompanying explanatory statement detailed the AER approach and reasoning regarding the draft amendments and sought stakeholder submissions on these draft amendments.
