2 ANALYSIS APPROACH


This online RCT contained 4 conditions (Paginated, Unpaginated, Alternative Paginated, Detailed Paginated). Randomisation occurred at the level of the individual participant. Participants in each condition saw one version of an Energy Bill.

Two Ordinary Least Squares regressions (with HC3 robust errors) are estimated for each Primary, Secondary, and Exploratory outcome variable. Model 1 (‘Baseline’) contains only the treatment variable as a predictor, and Model 2 (‘Covariate’) contains the treatment variable plus all covariates as predictors. The treatment effects from Model 2 are used to construct the bar charts.

For our Primary and Secondary (but not Exploratory) outcome variables, we test statistical significance (alpha = 0.05, corrected for multiple comparisons) for the following comparisons:

  1. Paginated (control) vs. Unpaginated

  2. Paginated (control) vs. Alternative Paginated

  3. Paginated (control) vs. Detailed Paginated



3 PRIMARY ANALYSIS

3.1 Core Elements

On average, consumers understood approximately 2 out of 3 core elements.

Compared to those who viewed the Paginated bill, objective comprehension of core elements was higher for consumers who viewed the Detailed Paginated or Unpaginated bills. These differences were statistically significant, even after correcting for multiple comparisons (corrected ps < .05). Comprehension of core elements was therefore adequate for all bills, but better for the Detailed Paginated or Unpaginated bills.

Approximately 60% of consumers understood all three elements, and approximately 85% understood at least two elements.


Which CORE elements did consumers have the most/least difficulty with?


Amount Due

There were no notable differences between conditions in comprehension of the Amount Due.

For the Paginated, Unpaginated, and Alternative Paginated bills, the most common incorrect response was 120.00 (rounding the correct answer to the nearest dollar). For the Detailed Paginated bill, the most common incorrect responses were 139.07 (the ‘TOTAL BILL’ amount) and 139.00 (the ‘TOTAL BILL’ amount, rounded to the nearest dollar), 10.93 (the ‘FINAL BALANCE’ amount), and 150 (the ‘PAYMENT RECEIVED’ amount).


Due Date

There were differences between conditions in comprehension of the Due Date.

Comprehension of the Due Date was higher for the Detailed Paginated bill (where the bill had already been paid), followed by the Unpaginated bill. For the Paginated, Unpaginated, and Alternative Paginated bills, the most common incorrect response was ‘This bill has already been paid’, followed by 22nd April (perhaps because ‘22’ looks like ‘27’) and 31st March (the final date of the billing period).


Payment Methods

There were differences between conditions in comprehension of the Payment Methods.

Comprehension of the Payment Methods was lower for the Detailed Paginated bill. This is likely because there were fewer ‘correct’ answers for this bill (i.e., the only correct answers were ‘Not applicable - this bill has already been paid’ or ‘Direct Debit’).




4 SECONDARY ANALYSIS

4.1 Very Important Elements

Comprehension of the Better Offer was lower for the Detailed Paginated bill and higher for the Paginated bill. For all bills, the most common incorrect response was ‘I need to visit www.energymadeeasy.gov.au’ (confusing Better Offer with Energy Made Easy information).


Inquiries Contact Number

There were no notable differences between conditions in comprehension of the Inquiries Contact Number.


4.2 Important Elements

Across all bills, the majority (~66%) could NOT identify the correct formula. The most common incorrect response was ‘Previous reading - Current reading’ (the reverse of the correct formula).


Discount

There were no notable differences between conditions in comprehension of the Discount.




5 EXPLORATORY ANALYSIS


To minimise the number of comparisons made, we did not run statistical tests on our Exploratory outcomes.

5.1 Subjective Comprehension

6.1 Reason for Non-Comprehension


What is driving poor subjective comprehension?

Among those (36% of the sample) who gave neutral-to-poor subjective comprehension ratings:

  1. Regardless of condition, only a very small % of people felt that the language was too difficult to understand.

  2. Regardless of condition, the most common concern was that the information was too complex.

  3. The look and feel was more commonly raised as an issue for the Detailed Paginated and Unpaginated bills, relative to the other two bills.

  4. The need for more clarifying information was more commonly raised as an issue for the Paginated and Alternative Paginated bills, relative to the other two bills.

6.2 Reading Time


Does time spent reading the bill differ depending on which bill consumers saw?

Perhaps because it contained the most detail, participants in the Detailed Paginated condition spent the longest amount of time reading the bill. They spend ~5 seconds longer than participants in the Alternative Paginaged condition, which was the condition with the shortest reading time.


6.3 Objective vs Subjective Comprehension


Do people with higher subjective comprehension get more objective comprehension questions correct?

In the plot below, the x axis shows the total (core + very important + important) number of correctly identified bill elements (i.e., OBJECTIVE comprehension), and the bar colouring signifies whether participants rated the bill as difficult, neutral, or easy to understand (i.e., SUBJECTIVE comprehension).

Participants who got higher objective comprehension scores more frequently rated the bill as “Easy” to understand compared to participants who got lower objective comprehension scores. Participants who got lower objective comprehension scores more frequently rated the bill as “Difficult” or “Neither Easy or Difficult” to understand compared to participants who got higher objective comprehension scores.
