The Australian Energy Regulator (AER) today issued proposed guidelines, models and schemes to assist with its regulation of electricity distribution businesses. The guidelines are issued for public comment, as required under the National Electricity Rules.
The proposed guidelines relate to:
- the post-tax revenue model
- the roll forward model
- an efficiency benefit sharing scheme
- a service target performance incentive scheme
- cost allocation guidelines.

The AER invites written submissions by 14 May 2008. These submissions will be published on the AER's website.
The AER is undertaking this consultation as part of its new role in the national regulation of electricity distribution networks, which commenced on 1 January 2008 under the National Electricity Law. The AER undertook preliminary consultation on issues concerning the proposed guidelines, models and schemes through two issues papers released in November 2007, and has had regard to the submissions provided in the development of the proposed regulatory arrangements released today.
The AER intends to host a forum in late April 2008 to discuss the proposed guidelines, models and schemes. Information about the forum will be available on the AER's website next week.
